Alexander "Sandy" Muir, our director, has joined the IWA Strategic Asset Management Committee. He will be joining these distinguished individuals in the pursuit of excellence and innovation within the industry. With his extensive experience and unwavering commitment to fostering collaboration, Sandy is poised to contribute significantly to the committee's goals. His strategic insight will play an integral role in shaping the future direction of the IWA, ensuring that we continue to address the evolving challenges and opportunities in our field. Why the appointment matters
The International Water Association convenes water professionals from more than one hundred countries, and its specialist committees are where practice is debated, tested and codified before it reaches the standards and manuals that utilities work from every day. Strategic asset management sits at the centre of that work. Water utilities everywhere are confronting the same set of pressures — ageing networks, constrained capital, rising service expectations, and a climate that no longer resembles the one the assets were designed for.
Australian and New Zealand practice has something useful to add to that conversation. The region was an early and consistent adopter of formal asset management, and a good deal of the methodology now used internationally was first written down here. Being on the committee means that experience is brought to the table first-hand.
What Sandy brings to the committee
Sandy has spent more than forty years in infrastructure consulting, and was one of the practitioners who helped establish strategic asset management as a formal discipline rather than an informal engineering habit. He was principal author of the International Infrastructure Management Manual across its 1995–2007 editions — still the reference text for asset management practitioners across the region — and served on the committee that developed the ISO 55000 suite.
He currently sits on the Australian Water Association's Strategic Asset Management Committee, and his consulting work spans water utilities, irrigation authorities, local government, health, ports and transport. That breadth matters on an international committee: the problems that look sector-specific from inside a single utility are usually structural, and recognising the pattern is the first step to solving it.
What it means for our clients
Committee work is not separate from client work. The methods, benchmarks and emerging thinking that circulate through an international specialist group flow directly into the plans, valuations and maturity assessments we prepare. Clients get the benefit of practice that is current internationally, not just locally — and their experience, suitably de-identified, informs what the committee considers.
It also means Odysseus-imc can speak with some authority about where the discipline is heading. Several themes are already visible: the accumulation of infrastructure technical debt on networks that have deferred renewal for a generation, the arrival of machine learning in deterioration modelling, and the growing gap between what asset management plans promise and what capital programmes actually deliver.
