Mapping Australia's Water Governance Maze When you're presenting water sector reform to an international audience, PowerPoint slides only get you so far — especially when the story you're telling is "it depends which state you're in." For a recent International Water Association session, I built three interactive tools to do the heavy lifting: one mapping urban water and wastewater utilities across every state and territory, one covering drainage and stormwater governance, and a third tracking irrigation authorities nationwide.

When you're presenting water sector reform to an international audience, PowerPoint slides only get you so far — especially when the story is "it depends which state you're in." For a recent International Water Association session, Sandy Muir built three interactive tools to do the heavy lifting: one mapping urban water and wastewater utilities across every state and territory, one covering drainage and stormwater governance, and a third tracking irrigation authorities nationwide.
Australia's water governance is a genuinely fascinating patchwork — from Victoria's fully corporatised model with Melbourne Water sitting above three metro retailers and sixteen regional corporations, through to Tasmania's council-owned TasWater and the ACT's single-provider simplicity with Icon Water. No two states look alike, and that's precisely the point Sandy wanted the IWA audience to walk away with: there is no single "Australian model," only a set of regional solutions shaped by geography, history, and politics.
Rather than talk through a static map, the session let delegates click through each jurisdiction live — utilities, regulators, and policy departments popping up on demand, including a nod to the Indian Ocean Territories most people forget are part of WA's remit. It's a small example of how interactive, web-based tools can make dense institutional structure genuinely intuitive, even to a room full of people encountering the Australian system for the first time.
