Odysseus-imc established a comprehensive asset register for SBS covering all key infrastructure, including asset types, locations, condition ratings, and life expectancy. A physical condition audit was then conducted across all assets, assigning objective condition ratings to identify immediate maintenance needs and future replacement requirements.

From this data, a 10-year capital expenditure forecast and a 5-year maintenance forecast were developed, providing projected budgets, planned works timelines, and identification of potential funding gaps.

The overall outcome positioned SBS to manage its asset base more sustainably and cost-effectively over the long term.

Murrumbidgee Irrigation (NSW)

Murrumbidgee Irrigation manages one of Australia's largest privately-owned irrigation networks, delivering water across the Riverina region of New South Wales through thousands of kilometres of channels, structures, pipelines, and ancillary infrastructure. As a critical service provider to agricultural communities, MI faces the ongoing challenge of balancing ageing asset renewal against operational costs and water delivery obligations — exactly the kind of problem Odysseus-imc was built to help solve.

Odysseus-imc has worked with the MI team across several interconnected workstreams. This has included developing a Strategic Asset Management Plan aligned with ISO 55000, providing a clear organisational framework for how MI plans, manages, and accounts for its infrastructure over the long term. In parallel, we have supported the development of Asset Management Plans for channels and storage assets, translating detailed asset register data into practical management strategies with defensible renewal forecasts and risk-based prioritisation.

More recently, Odysseus-imc has collaborated with MacDonald Consultancy on a building asset valuation programme, combining field assessment with fair value reporting to support MI's financial management obligations. Across all workstreams, the focus has been the same — rigorous, practical asset management that gives MI's team the tools and documentation they need to make confident, evidence-based decisions about their infrastructure.

Odysseus-imc conducted a comprehensive condition assessment and compliance audit across Casey Hospital's full asset base. Work began with identification of critical assets, followed by an in-depth review of the Pinnacle and QFM asset management systems and the Help Desk function. Physical assessments then covered the following key areas:

Glenelg Shire Council

Glenelg Shire is a large rural council in south-west Victoria, responsible for an extensive and diverse portfolio of community infrastructure spread across a predominantly agricultural region. Like many rural councils, Glenelg faces the dual pressure of ageing assets and constrained budgets — making rigorous, evidence-based asset management not just good practice, but essential for long-term financial sustainability and service delivery.

Odysseus-imc was engaged to develop a suite of Asset Management Plans covering roads, bridges, stormwater, and open space. Each plan draws on detailed asset register data to build a clear picture of current condition, remaining useful life, and forward renewal requirements. The work has involved close collaboration with Council staff to ensure the plans reflect operational realities on the ground, not just spreadsheet assumptions — producing documents that can genuinely inform budget decisions and long-term financial planning.

The open space AMP in particular addressed a broad range of community assets including parks, reserves, playgrounds, and sporting facilities — assets that are often under-documented but highly valued by residents. Across all four asset classes, the goal has been the same: give Glenelg Shire a defensible, practical foundation for managing its infrastructure responsibly and communicating its needs to the community and state government.

Odysseus-imc and MacDonald Consultancy reviewed the alignment of Ventia's long-term maintenance plan with its contractual obligations to the NSW State Government. Four areas of work were undertaken:

  • Alignment Review — a detailed analysis of Ventia's scheduled maintenance activities, service frequencies, and resource allocation against contract requirements

  • Process Optimisation — streamlining workflows

  • Documentation and Reporting — revising reporting formats including a best-practice maintenance review against applicable standards

  • Gap Analysis — identifying discrepancies between current practices and contract stipulations

Key benefits delivered to Ventia and the NSW Government:

  • Strengthened compliance posture, giving the NSW Government confidence that contractual obligations were being met reducing exposure to penalties

Asset Management Strategy & Improvement Plan

Odysseus-imc as requested by Worley Consultants in New Zealand conducted a comprehensive review of asset management culture, data, processes, and systems at Healthcare Hawke’s Bay Regional Hospital (HCHB), with the primary objective of identifying asset management gaps across the region. This thorough assessment provided the foundation for a five-year improvement plan serving as the strategic roadmap for the hospital’s asset management practices. Key areas of work included:

AM Culture Evaluation — an in-depth analysis of attitudes, practices, and behaviours related to asset management across all levels of the organisation, from leadership to operational staff

AM Data and Systems Review — examining the accuracy, completeness, and accessibility of asset-related data and the effectiveness of systems used for tracking, maintaining, and managing the lifecycle of assets

AM Process Assessment — systematic evaluation of processes related to asset acquisition, maintenance, risk management, and disposal to identify inefficiencies and bottlenecks

Gap Analysis and Strategic Planning — pinpointing specific areas where asset management practices were lacking or required enhancement, informing the development of the improvement plan

Five-Year Improvement Plan — a clear, actionable roadmap outlining strategic initiatives to close identified gaps and bring practices in line with best-practice standards

The project positioned Healthcare Hawke’s Bay to significantly enhance its asset management capabilities — optimising operational efficiency, strengthening data integrity for better decision-making, fostering a more proactive organisational culture, and ensuring long-term sustainability aligned with the hospital’s mission to deliver high-quality healthcare to the region.

In 2024, Odysseus-imc Pty Ltd was engaged by the Rural City of Murray Bridge (RCMB) to conduct a comprehensive condition assessment and asset revaluation of the city's open space infrastructure. This project was designed to ensure Council compliance with Australian Accounting Standards (AASB 13 and AASB 116) and provide a detailed financial assessment for accurate reporting.

Through this engagement, we achieved several critical outcomes for the Council:

  • Financial Accuracy: Our revaluation identified a 3.3% increase in gross replacement costs and an 8.6% increase in fair value for the open space portfolio, reflecting asset additions and updated market rates.

  • Comprehensive Assessment: We evaluated a diverse range of assets—including playgrounds, irrigation networks, and public artwork—using a 1 to 6 condition scale and straight-line depreciation.

  • Data Integrity: By combining Council registers, GIS spatial data, and field inspections, we significantly improved data quality to enable better financial forecasting and planning.

  • Strategic Prioritisation: Our analysis identified high-priority maintenance and capital expenditure areas, positioning the Council to make informed decisions that optimise asset longevity and functionality.

In 2021–22, Odysseus-imc Pty Ltd, in collaboration with AGIS, delivered a comprehensive condition assessment and asset valuation programme for Horsham Rural City Council. The project covered four asset categories:

  • Buildings

  • Open space

  • Stormwater

  • Miscellaneous assets

The scope included on-site physical inspections, data verification against council-provided registers and GIS layers, and comprehensive valuations covering gross replacement cost, depreciated replacement cost, remaining useful life, and fair market value. Spatial data was collected using QGIS and migrated into Council's corporate GIS environment. A key additional outcome was the identification of assets not previously recorded in the register, with these brought into a structured data framework to replace existing ad-hoc processes.

The project was delivered in close collaboration with council staff, with training provided to build internal capability for ongoing register maintenance and valuation updates. The resulting Valuation Report and Asset Management Plans provided Council with a robust foundation for lifecycle management, capital planning, and long-term asset sustainability.
